About Me

A Journey Shaped by Learning and Service

I was born in West Bengal in 1946, into a family that valued public life and social responsibility. My early education in agricultural science introduced me to the realities of rural India, not as theory, but as lived experience.

Over time, I came to understand that meaningful development requires both systems and empathy. Whether in corporate roles or government advisory positions, I have always tried to work at the intersection of policy and people.

Politics, for me, was not an ambition. It was a natural extension of a lifelong engagement with social and economic development.

MINISTERIAL RESPONSIBILITIES

Since August 2022, I have been serving as:

Minister-in-Charge, Panchayats & Rural Development
Minister-in-Charge, Co-operation Department, Government of West Bengal

These departments play a crucial role in strengthening local governance, decentralised planning, and livelihood generation across the state.

     My responsibilities include:

  • Supporting Panchayati Raj institutions
  • Improving implementation of rural development schemes
  • Strengthening co-operative structures
  • Promoting participatory governance

The goal is to ensure that development is not top-down, but community-driven.

MY WORK AS MLA, DURGAPUR PURBA

Serving Durgapur Purba is one of the most important responsibilities of my public life.

Since being elected to the West Bengal Legislative Assembly in 2021, my role as MLA has been centred on listening, coordination, and follow-through.

Durgapur Purba reflects the diversity of modern Bengal, with both urban and rural challenges. My work involves close engagement with citizens, Panchayats, local administrations, and state departments to address issues.

INITIATIVES & IMPACT

Focused on transparency, strong local governance, and inclusive development, these initiatives aim to bring real change at the grassroots level. From digital empowerment of Panchayats and improved rural employment to better housing, social security, and community awareness, the efforts are centered on delivering efficient services and improving the quality of life for all.

Community Awareness & Digital Safety

With increasing digital connectivity in rural areas, awareness programmes on cyber safety and responsible technology use are being promoted. These efforts help ensure that technology serves as an enabler while protecting rural communities from emerging risks.

Digital Empowerment of Panchayats

Improving transparency and efficiency at the village level, the West Bengal Panchayat Management System and the Sahaj Saral platform enable online tax collection and real-time financial tracking across Gram Panchayats, Panchayat Samitis, and Zilla Parishads. This reduces delays, strengthens accountability, and ensures faster and more transparent use of public funds.

Housing & Social Inclusion

Access to safe housing is essential for dignity. Under the Bangla Awas Yojana, efforts focus on accurate beneficiary identification and field-level verification to ensure that families without permanent shelter are prioritised fairly and transparently, with special attention to the most vulnerable.

Rural Employment and Livelihoods

Efforts have been directed towards improving the implementation of MGNREGA in West Bengal by reducing administrative delays, ensuring timely wage disbursement, and expanding access to work opportunities. For many rural households, these initiatives provide crucial financial support and serve as a dependable source of income.

Social Security & Basic Support

Rural development also means ensuring protection and dignity. Through state and national schemes, Panchayats facilitate social security pensions for senior citizens, widows, and persons with disabilities, along with funeral assistance under Somobyathi and family benefit schemes for vulnerable households, providing everyday security to millions.

Strengthening Local Governance

Strong Panchayats are built on effective systems and skilled leadership. Through continuous training, institutional support, and initiatives like capacity building under the Rashtriya Gram Swaraj Abhiyan, along with district-level training centres and administrative reforms, efforts are focused on improving planning, implementation, and overall efficiency at the grassroots level.
